     The "Requirements" contains 9 contents, respectivelyScope of application of the standard, normative reference documents, terms and definitions, basic principles, management mode, classification, facility setup, garbage collection, transportation and treatment, management and supervisionThe aspect has made specific explanation。







This standard stipulates the basic principles, management mode, classification, facility setting, garbage collection, transportation and treatment, management and supervision and other contents of rural solid waste management。

This standard is applicable to the management of rural household waste。



Basic principle



▶ The treatment of rural domestic waste should adhere to the principle of "reduction, resource utilization and harmless", adapt to local conditions, reduce the amount at the source, comprehensive utilization and scientific management。

▶ The construction of rural household garbage collection, transportation and treatment facilities should be rationally distributed, clean and sanitary, and economically applicable。

▶ The implementation of long-term management is guided by acceptable farmers, easy operation, complete facilities and equipment, and good environmental benefits。

▶ According to the existing conditions of the village and the generation of domestic waste, the treatment mode that is economical, safe and reliable and easy to operate should be selected。



Management mode



1, the villages around the town should adopt the "household classification, village collection, town transport, county processing" model。

2, the relatively concentrated contiguous town (township) area should adopt the "household classification, village collection, town transport, area treatment" model。

3, provincial key demonstration towns, cultural tourism towns and other towns under the jurisdiction of the village, should adopt the "household classification, village collection, town treatment" model。

4. Some rural areas with scattered layout, underdeveloped economy, inconvenient transportation, long distance and small amount of garbage,Or administrative villages with good economic conditions and relatively concentrated population,It should be built by itself or jointly with surrounding villages according to local conditions,Select small treatment facilities and processes that meet environmental requirements,It is advisable to adopt the model of "household classification, village collection and village treatment"。







1. The garbage classification method should be selected according to the environmental health professional planning requirements of the region where the village is located, combined with the characteristics and treatment methods of garbage。

2. Rural domestic waste can be divided into four types: perishable waste, recyclable waste, harmful waste and other waste. The main composition and classification of each type of domestic waste are as follows:




Facility setup



● General Requirements
Garbage collection containers, garbage collection vehicles, and garbage transfer boxes should be reasonably configured according to factors such as the scale of garbage generation, types of garbage, collection methods, and transportation cycles。
Garbage collection containers should be set up on both sides of roads, near transportation facilities, public facilities, plazas, parking lots and other entrances and exits。
The ground of the garbage collection container should be flat and hardened, and sewage discharge measures should be set up。
Leachate treatment and vector treatment should be performed。


● Collection container
Garbage collection containers should be set up according to the classification method, and should have obvious classification labels, which should comply with the provisions of Table 1。
The collection container should be clean in appearance, good in airtight, and have the functions of anti-seepage, anti-leakage, anti-corrosion, etc。

● Garbage collection points
The turnover requirements for temporary storage, collection and transportation of refuse collection containers should be met。
Garbage collection points should be set at the entrance of the village or the roadside that is easy to reach by garbage collectors, and should meet the space requirements of garbage collection operations, and the service radius should be less than 200m。
● Garbage recycling house
Clear, standardized and easy to identify signs of garbage collection houses should be set up in the village areas with convenient transportation。
The construction of comprehensive waste utilization recycling house shall meet the requirements of CJJ 179 and CJJ 27。

Garbage collection, transportation and disposal



1. Classified delivery


◆ Domestic waste should be sorted and then put into the corresponding collection container, drop point or garbage recycling house。


◆ Perishable garbage should meet the following requirements:
-- It should not be mixed with waste tableware, plastic, waste paper, etc.;
- Kitchen waste should be drained before being put into storage;
-- Food and beverage waste in operating restaurants such as farm music should be placed separately;
- Fresh waste generated by farmers' markets should be removed after plastic bags and other packaging。


◆ Recyclables should be kept as clean as possible, and separately collected and put into the designated recyclable garbage drop point。


◆ Hazardous waste should be kept intact and put into hazardous waste collection containers or independent storage points。


◆ Other waste should be separated separately and put into the designated collection container。


◆ Large garbage should not be piled up at will, should be put into the designated drop point。


2. Centralized collection
Collection method
(1) In villages equipped with household garbage cans, domestic garbage should be classified and put into garbage cans, and collected and transported to garbage collection points by cleaners。
(2) In villages that are not uniformly equipped with household garbage cans, the cleaners should collect the garbage of farmers according to the prescribed route, place and time, once a day, and increase the frequency during holidays。
(3) Villages with garbage collection houses should concentrate on recycling recyclables。The refuse from the refuse collection point should be regularly transported to the refuse transfer station or refuse disposal site。
Receiving and shipping requirement
(1) Carry out the collection operation according to the prescribed route, place and time, and do not dump any leakage points。
(2) Closed transportation should be used for garbage transportation, and secondary pollution such as scattering, leakage and dust should be avoided。
(3) perishable garbage should be cleared and transported regularly every day, and the collection and transportation process meets the requirements of CJJ 184。
(4) The garbage should be cleared in time, and the collection container should not be overfilled and scattered。
(5) The safety and health management of garbage collection and transportation should meet the requirements of GB/T 12801。
(6) The handling of domestic waste should be carried out in strict accordance with the operating procedures, and should not be overloaded。
Garbage disposal
(1) Rural domestic waste should be transported to the nearest garbage disposal site (point) for centralized treatment。
(2) Villages and towns that do not have the conditions for centralized treatment should build harmless domestic waste treatment facilities separately, and the domestic waste treatment facilities project should comply with the relevant provisions of construction standard 149。



Management and supervision



1. Publicity and education
▲ The publicity of the classification and treatment of rural domestic waste should be carried out regularly through publicity columns, method catalogs, door-to-door guidance, and organizing activities。

A propaganda and education base for the classification, collection, transportation and treatment of rural household waste should be established。

The knowledge of rural household waste classification, resource recycling, and harmless treatment should be taken as the content of school education and practice。


2. Facility management
▲ Garbage collection containers should be regularly maintained, updated and added to meet the basic needs of delivery and collection。

▲ The vehicle should be regularly maintained。
3. Personnel management
▲ According to the size of the village population and the actual work needs to be equipped with an appropriate amount of cleaning personnel, and set posts and responsibilities。
▲ Cleaning staff should be pre-job training。
▲ Cleaners should wear uniform work clothes during work。
4. Supervision and assessment
▲ A reward and incentive mechanism for garbage classification and recycling should be established。
▲ Regular supervision and assessment of the operation and management of garbage collection and transportation facilities。
A complaint handling mechanism should be established。
